From 1 October 2026, eligible Victorian households with little or no existing ceiling insulation may be able to access a discount on ceiling insulation upgrades through the Victorian Energy Upgrade (VEU) program
The VEU program will provide Victorian homeowners with the opportunity to improve the comfort and energy efficiency of their homes, with selected Bradford ceiling insulation products now registered for use under the Victorian Energy Upgrades (VEU) program.

What is the Victorian Energy Upgrades Program?
The Victorian Energy Upgrades program is a Victorian Government initiative designed to help households and businesses lower energy consumption through eligible energy-efficient upgrades.
Under the program, approved businesses known as accredited providers can offer discounts on selected products and services, helping eligible homeowners reduce the upfront cost of energy-saving improvements such as ceiling insulation.
Why upgrade your ceiling insulation?
Many Australian homes lose a significant amount of heat through the roof during winter and gain unwanted heat through the ceiling during summer.
Quality ceiling insulation helps slow the transfer of heat, making it easier to maintain more consistent indoor temperatures throughout the year.
When properly installed, ceiling insulation can help:
• Improve comfort in both summer and winter
• Reduce reliance on heating and cooling appliances
• Lower household energy consumption
• Support improved energy efficiency throughout the home
• Reduce greenhouse gas emissions associated with home energy use
Am I Eligible for a discount?
From 1 October 2026, the ceiling insulation activity is expected to be available to eligible for Victorian residential homes that have:
• No existing ceiling insulation, or
• Under-insulated ceilings – existing insulation with a rating below R2.0
Certain electrical or safety issues in the roof space may affect eligibility until they have been rectified. An accredited provider can assess your property and advise whether it meets the program requirements. There is a limit of one upgrade per residential home.
How much can I save?
The level of support available will vary depending on factors such as your home's size, location, climate zone and insulation requirements.
As an indication, the Victorian Government estimates that:
• An average 150m² metropolitan Melbourne home could receive an incentive of up to approximately $1,482
• An average 150m² home in a colder regional Victorian climate zone could receive an incentive of up to approximately $2,104
Actual discounts and installation costs will vary between homes and providers. A minimum customer contribution of $200 (including GST) applies under the program.
How to Access a Ceiling Insulation Upgrade Through the VEU Program
1. Check the Eligibility of your home
Check whether your home has insulation in the roof space and the R-value of existing insulation. Ensure the current roof space is safe and accessible.
2. Contact an accredited provider
A VEU-accredited provider will be able to provide a quotation, selecting VEU registered Bradford products, and manage installation for the proposed upgrade. To find an accredited provider, you can access the Public Registry report in the new VEU Registry system at https://veu.esc.vic.gov.au/vpr/s/public-registry.
3. Review your quote
Your quote should clearly outline:
• The insulation product being installed
• Scope of installation works
• Applicable discount
• Any additional costs
4. Complete Safety Requirements
A licensed electrician must undertake a pre-installation electrical safety assessment. Any identified hazards must be rectified before insulation installation can proceed.
5. Use a qualified installer
VEU ceiling insulation upgrades must be completed by installers who meet the program's certification and compliance requirements.
Bradford Ceiling Insulation Products Registered for VEU
Products installed under the VEU ceiling insulation activity must appear on the official VEU Register of Products.
Selected Bradford ceiling insulation products ranging from R3.5 - R7.0 ceiling batts are now registered on the VEU product register, allowing accredited providers to specify eligible Bradford products when undertaking qualifying ceiling insulation upgrades.
Before proceeding with an installation, homeowners should confirm with their accredited provider that the specific Bradford product included in their quote is currently registered for the applicable VEU activity.
